The project section of Cuttack Municipal Corporation is looking after slum improvement and urban poverty alleviation programme. This section delivers the required services to urban poor.

1. Poverty Alleviation Scheme and Slum Improvement Programme
Swarna Jayanti Sahari Rojgar Yojana

The scheme seeks to provide gainful employment to the Urban un-employed or under employed urban poor for setting up self-employment ventures or provision for wage employment. The scheme is lunched in the year 1997-98 and is funded on a 75:25 basis between Central Government and State Government. The following are the 7 components of the scheme.

c. Thrift & Credit Society. Urban Wage Employment Programme
d. Urban Wage Employment Programme

f. Community Structure & I.E.C component

The Urban self Employment Programme (USEP)

Under the scheme, individual unemployed and under employed youth with entrepreneurship attitude are helped to establish self-economic venture through subsidized bank finance by sponsoring their loan applications to Banks. Against the target of 3500 fixed by the Govt. 926nos have been sanctioned and disbursed in the year 2008-09.

Development of women and children in Urban area(DWACUA)

Group of poor women are assisted loan & subsidy through bank for undertaking group economic activities on the basis of their need and ability. Out of 39 groups sponsored to Banks, 16 groups have been provided financial assistance on different trades of their choice for group employment and income generation against the Govt. target 135 during the current year.

Thrift and credit societies

Urban poor women are also organized to form Thrift and Credit societies in a group of 10 to 20 members to address their financial service need on sustainable basis for which federations have been constituted. 135 groups comprising of 735 members have been assisted revolving fund to the tune of Rs.735000 @ Rs.1000/- per member against the target of 190 groups in the current year.

Skill training

Poor unemployed and under employed youth in slums and other areas are identified and imparted training to upgrade/acquire vocational and entrepreneurial skill for self and wage employment in different business and service sector. 272nos persons below poverty line have been imparted training on vocational skill of market demand in the current year.

Urban Wage Employment programme (UWEP)

Urban Wage Employment programme (UWEP)

This programme is under implementation to provide wage employment to person living below poverty line within the jurisdiction of CMC areas by utilizing their labor for construction of socially and economically useful community assets. The material and labour ratio for works is maintained at 60:40 as per the norm. As such Rs. 344529/- has been spent in providing infrastructural facilities like drain, road and tube well in different slums.

Community Structure & IEC component

The capacity of urban poor is enhanced by creating awareness relating to various social legal and health issues through conducting educative camps in slums under IEC components.

Infrastructure Support (I&S)

Under I&S, infrastructure support is provided for conducting training cum production center for economically gainful employment of Urban poor and slum dwellers. The project of Citizen Seva Kendra has been completed in the current year for employment opportunity of skilled workers working in unorganized sector and providing domestic skill service to city dwellers on call. This will also be used for conducting various trainings for skill upgradation of unskilled urban poor.

Income Generating Scheme for SC/ST/Minority & Scavenger.
Income generating scheme (IGS) is being implemented for improvement of economic condition of socially and economically backward classes like SC/ST/Minority community and rehabilitation of manual Scavengers under Scheme of Rehabilitation of Manual Scavengers (SRMS). Beneficiaries are identified and their applications are sponsored to Banks for subsidized finance. Subsidy is released by District Manager OSDFCC to Banks on the basis of sanction made by Banks.
Integrated Housing and Slum Development Programme (I.H.S.D.P)
a. INSITU development

With a view to undertaking holistic development of ownership Slums, DPR of 10 slums have been submitted to HUDCO for appraisal and onward recommendation to GOI for sanction of fund. No. of houses proposed for new construction in these slum is 590 under the scheme.

b. EXSITU development

1025 families of 11 un-authorized slums around ring road have been identified and finalized for rehabilitation on the land measuring Ac. 10.00 identified at Mouza Tangerhuda, Bidanasi. Hudco team has visited the land and execution of project work will be initiated after alienation of land
